Land of the disadvantaged

Have a look at the following break up of India's population:

19.54 % of Indians are Religious Minorities
16.2 % belong to the Scheduled Castes
8.2 % belong to the Schedule Tribes
52 % belong to the Other Backward Classes (this is disputed by some, but let us use this for want to other reliable data)

That leaves 4.06 % of the population in balance as 'normal'. Now, obviously, women are disadvantaged (there is reservation in many educational institutions and the bill for reservation in legislative bodies is discussed at least once in each session of the parliament!). One can take out half of this 'normal' population to account for the females and that leaves almost 2 % of India's population which is not recognized under any special category.
